In this sense, relations between Brazil and China have deepened and since 2009 the Asian country has been Brazil's main trading partner. However, with the arrival of Jair Bolsonaro at Palácio do Planalto in 2019, the country adopted an “anti-China” posture and alignment with the US Donald Trump administration (2017-2020). In this way, this article aims to answer the following questions: how did the relations between Brazil and China develop under the automatic alignment with Washington, D.C.? What are the contradictions between the attempts to change the guidelines of foreign policy, in view of China's role in Brazilian foreign trade? The methodological approach used is qualitative data analysis, developed through document analysis and bibliographic review. Throughout this work, it can be observed that there was a change in the traditional Brazilian foreign policy in 2019 - resulting in approximation with the Trump administration and the adoption of a hostile posture towards Beijing. Furthermore, it was found that Sino-Brazilian trade relations remained relatively stable in the period observed, which leads to the conclusion that, despite the political-diplomatic attrition, Chinese participation in the percentage of total Brazilian exports from 2019 to 2022 continued considerably high, which reveals the importance and reciprocal need from one country to the other.
Nairana Karkow Bones, Charles Pennaforte, Caio Junior Auler Copyright (c) 2022 Nairana Karkow Bones; Charles Pennaforte; Caio Junior Auler https://creativecommons.org/licenses/by/4.0 http://revistaintellector.cenegri.org.br/index.php/intellector/article/view/1 Fri, 30 Dec 2022 00:00:00 -0300 Geografia e Relações Internacionais: um debate sobre as complementaridades disciplinares no modelo de simulação das Nações Unidas do Colégio Militar do Rio de Janeiro http://revistaintellector.cenegri.org.br/index.php/intellector/article/view/2
The present work deals with the preliminary result of a research that aims to identify and analyze pedagogical instruments that use contents of school geography linked to the simulation models of the United Nations (UN) and based on these analyses, seeks to propose new activities that contribute to the teaching-learning process in a more effective and profitable way. As it is an extension activity at the Military College of Rio de Janeiro (CMRJ), the concerns related to the practices carried out at the Osvaldo Aranha International Relations Club (CRIO) are based on the lack of a preparatory course for the students who participate of the project, since the content verified in the Didactic Execution Plan, especially for the 8th and 9th years of elementary school, are not sufficient for the broad use and understanding of the worked cases, even more so when considering the subjectivities of each one of the professors due to his background in geographic science. In this sense, after surveying all the themes worked on in CRIO and the due crossing with the CMRJ Didactic Execution Plan, the need to elaborate an extension menu with more specific disciplines from the field of studies in International Relations, such as way to complement the content studied throughout basic education for a better use of simulations.
This article seeks to analyze the planning of fishing activities in the Brazilian marine space, based on international agreements and International Organizations in which Brazil participates, in order to value the impact on the national legislation. Currently, Brazil has an area of 3,500,000 km² under maritime zone jurisdiction, besides, the country is responsible for the management and economic exploitation of this space. Thus, it is essential to coordinate the planning of the national marine space, considering the international treaties that set conditions for this structure. This paper seeks to analyze the main commitments of the International Organizations focused on fishing activity and the legal arrangement in Brazil related to fishing activities. Through the analysis of the implementation and intentions of the agreements, we seek to evaluate the public policies to encourage fishing and protect the Brazilian marine space.
Ariane Ferreira Porto Rosa, Caio Menezes dos Santos, Etiene Villela Marroni Copyright (c) 2022 Ariane Ferreira Porto Rosa, Caio Menezes dos Santos, Etiene Villela Marroni https://creativecommons.org/licenses/by/4.0 http://revistaintellector.cenegri.org.br/index.php/intellector/article/view/3 Fri, 30 Dec 2022 00:00:00 -0300 O futuro com contornos do passado? Perspectivas sobre as relações Brasil-África a partir do novo governo Lula (2023) http://revistaintellector.cenegri.org.br/index.php/intellector/article/view/4
This article analyzes the challenges of reactivating the strategic dimension of Brazil-Africa relations within the context of changes in the country's international engagement efforts at the beginning of the Lula administration. By invoking the memory of the so-called "Altiva and Active Foreign Policy" as a vector for transforming Brazil's foreign relations after more than a decade of international withdrawal, the prospect of the country's competitive reintegration into the African continent faces various dilemmas. These dilemmas include disengagement that has occurred over the past years, involving historical variables of engagement, such as cooperation, trade, and discursive construction of these relations. Furthermore, it is argued that factors such as the systemic crisis and the geopolitical competition framework involving emerging powers and global powers in the African continent, combined with domestic factors like the need for re-engagement between the government and certain interest groups (agribusiness and the military), as well as the mobilization of resources to affirm a new African policy, point to the necessity of a reconfiguration of Brazilian strategies in re-establishing ties with Africa.
Due to the various and cumulative crises that have place in the current state of the International System, this paper proposes a reflection on the mediation between geopolitical risk factors and concerns related to territorial and spatial planning. The reach that goal, I propose an approximation on the ideas of “VUCA world”, used as a relevant framework in spatial planning, and the analysis put forward by Ulrich Beck (2018) on the “metamorphosis of the world”. By reviewing literature, as well as analysing relevant discourses on the matter, I seek to debate the similitude between the two ideas, pointing to the notion of geopolitical risk as a tool that might help to wonder on the current state of the world, as well as its consequences to spatial planning.
Gustavo Glodes Blum Copyright (c) 2022 Gustavo Glodes Blum https://creativecommons.org/licenses/by/4.0 http://revistaintellector.cenegri.org.br/index.php/intellector/article/view/5 Fri, 30 Dec 2022 00:00:00 -0300
