Mercosur and Open Regionalism in the Temer and Bolsonaro Governments: An analysis of Management Reports

This article aims to discuss the change that took place in Brazil between 2016 and 2022 regarding the regional integration model to be followed in Mercosur, which followed a more orthodox neoliberal economic policy, especially in the Bolsonaro government. The technique of content analysis was employed in documents relating to the candidacy commitments and management reports of the presidents of the period. The analysis took place in terms of the perspective that should be taken on regional integration and the relevance of Mercosur. We observed a mainly economic-commercial perspective and one of open regionalism. This perspective, in which Mercosur was a central element, sought unrestricted openness to markets.
